Innovating USDA’s Program with MEMS NEXTGen
Vienna, VA < November 6th, 2024 > – The U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS), has once again selected Armedia to support the operations, maintenance, and enhancements (OM&E) of the Management Evaluation Management System (MEMS) NextGen application. This marks the second recompete award Armedia has won in this partnership, extending a collaboration that has now spanned over nine years.
Armedia initially developed MEMS NextGen to replace USDA’s legacy system, ME Tool, creating a comprehensive content management, tracking, and reporting solution. MEMS NextGen enables USDA FNS regional office personnel to efficiently conduct and manage Management Evaluations (ME), Financial Management Reviews (FMR), and Civil Rights Reviews (CR) across the nation. This system is instrumental in ensuring that USDA’s food assistance programs are not only effectively administered but also meet strict compliance with federal laws and policies.
Project Overview:

- Original Purpose: Replacement of the ME Tool to enhance tracking, reporting, and compliance for FNS programs
- Key Capabilities: Enhanced customer experience, centralized content management, robust tracking, review scheduling, and analytics & trend analysis

Armedia’s long-standing partnership with USDA has facilitated critical advancements, and the deployment of a State Agency portal, completed successfully last year. This effort was designed to fully transition USDA’s review management to a unified, agile platform, aiding USDA FNS in conducting approximately 500 program reviews annually.
